After a Quarter Century, Keys at Last: MHADA Lottery Winners in Thane Set to Receive Their Long-Awaited Homes

In a story that blends patience, policy hurdles, and eventual relief, 156 families who once placed their hopes in a housing lottery back in 2000 are finally on the verge of moving into homes of their own. After a staggering 25-year delay, the long-stalled residential project in Thane’s Chitalsar Manpada area has now secured the crucial Occupation Certificate (OC) from the Thane Municipal Corporation, clearing the final obstacle for possession.

The homes were originally part of a housing scheme by the Maharashtra Housing and Area Development Authority, specifically aimed at buyers from the Economically Weaker Section (EWS) and Low Income Group (LIG). For many of these families, the lottery win in 2000 represented a once-in-a-lifetime opportunity to secure affordable housing in the Mumbai Metropolitan Region. However, what should have been a hopeful beginning turned into a decades-long wait.

A Project Frozen in Time

Shortly after the lottery process concluded, complications emerged. When MHADA sought construction permissions, authorities flagged that the land earmarked for the project was under reservation, making development impermissible at the time. This regulatory hurdle brought the entire project to a halt, leaving winners in limbo.

Despite the prolonged delay, applicants were not refunded their initial deposit of ₹10,000, which had been mandatory to participate in the lottery. Over the years, rising property prices and shifting real estate dynamics only deepened the uncertainty for these families.

Renewed Momentum and Price Relief

Fast forward to 2025, the long-pending issue has finally been resolved. With the Occupation Certificate now in place, MHADA’s Konkan Board is preparing to issue provisional offer letters to all 156 beneficiaries. These letters will allow winners to complete pending formalities such as final payments, documentation, and eventual possession.

In a significant move to ease the financial burden on the allottees, MHADA has revised the pricing of the flats. Originally valued at around ₹51 lakh, each unit will now cost approximately ₹36.51 lakh, a reduction of nearly ₹15 lakh. This price correction acknowledges both the delay and the economic realities faced by the beneficiaries.

Broader Housing Push in Thane

The Chitalsar Manpada project is also part of a larger housing initiative in the region. Last year, MHADA offered 869 units in the same locality through its lottery system. Currently, the authority is conducting another large-scale lottery featuring 2,640 homes across Mumbai, including 1,762 under-construction units.

The response has been overwhelming. As per recent updates, over 65,000 applications have been submitted, with more than 43,000 applicants completing the earnest money deposit requirement. The deadline for this lottery has been extended to May 14, giving more prospective buyers a chance to participate.

For the 156 families who waited patiently through bureaucratic delays, policy roadblocks, and years of uncertainty, this moment is more than just about property ownership; it marks the end of a long emotional journey.
