performance audit by the Comptroller and Auditor General (CAG) of India has revealed massive procedural lapses and governance failures in the Greater Noida Industrial Development Authority (GNIDA), leading to notional losses of \u20b913,362 crore to the state exchequer.<\/p>\n<p>The audit \u2014 covering 2005-06 to 2017-18 and updated till April 2021 \u2014 exposed irregularities in planning, land acquisition, pricing, and plot allotment, resulting in long delays, revenue losses, and distress for thousands of homebuyers.<\/p>\n<blockquote><p><em><strong>Also Read:-\u00a0<a Findings of the Audit<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<ol>\n<li><strong> Massive Dues from Group Housing Projects<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>\u20b910,732 crore<\/strong> in pending dues arose from irregularities in group housing plot allotments alone.<\/li>\n<li>Out of <strong>94 group housing plots<\/strong> allotted between 2005-06 and 2014-15 (later subdivided into 186 over 2,017 acres), only <strong>27 projects (18%)<\/strong> were completed by April 2021.<\/li>\n<li><strong>81% of allottees<\/strong> had dues pending; \u20b97,100 crore remained overdue for over three years in 66 cases.<\/li>\n<li>Despite defaults, GNIDA failed to cancel non-compliant allotments as per policy.<\/li>\n<\/ul>\n<h2><span class=\"ez-toc-section\" id=\"Projects_Launched_Without_Approval\"><\/span><strong> Projects Launched Without Approval<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<ul>\n<li>Eight of nine group housing schemes were launched without prior board approval.<\/li>\n<li>Three schemes were never placed before the board for even ex-post facto approval.<\/li>\n<\/ul>\n<h2><span class=\"ez-toc-section\" id=\"Poor_Enforcement_and_Breach_of_Public_Trust\"><\/span><strong> Poor Enforcement and Breach of Public Trust<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<ul>\n<li>Builders were allowed to:\n<ul>\n<li>Mortgage plots despite pending dues.<\/li>\n<li>Subdivide or transfer ownership before completing projects.<\/li>\n<\/ul>\n<\/li>\n<li>Allotments were underpriced, and brochure conditions were selectively relaxed.<\/li>\n<li>Urgency provisions for land acquisition were misused, bypassing farmers\u2019 rights.<\/li>\n<li>The CAG noted \u201cserious lapses of probity, integrity, and ethics\u201d within GNIDA.<\/li>\n<\/ul>\n<blockquote><p><em><strong>Also Read:-\u00a0<a class=\"ez-toc-section-end\"><\/span><\/h2>\n<ul>\n<li>GNIDA, formed under the <strong>UPIAD Act, 1976<\/strong> to drive industrialisation, diverted focus to residential projects.<\/li>\n<li>Under the Master Plan 2021:\n<ul>\n<li>Residential land development reached <strong>104.04%<\/strong> of the planned area.<\/li>\n<li>Industrial land development lagged at <strong>67.47%<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li>Of 2,580 industrial plots allotted since 1991, only 1,341 (52%) were operational, with delays of up to <strong>19 years<\/strong>.<\/li>\n<li>Nearly half the industrial projects remained incomplete, hampering job creation.<\/li>\n<\/ul>\n<h2><span class=\"ez-toc-section\" id=\"Financial_Losses_from_Land_Acquisition\"><\/span><strong> Financial Losses from Land Acquisition<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<ul>\n<li>Poor due diligence and repeated proposal changes led to avoidable expenses, including:\n<ul>\n<li>\u20b9527.84 crore in <strong>excess compensation<\/strong>.<\/li>\n<li>Overpriced direct land assessed:<\/p>\n<ul>\n<li>Transparency in land acquisition and allotment for industrial, residential, commercial, sports city, institutional, IT, and farmhouse purposes.<\/li>\n<li>Compliance with master plans, pricing norms, and statutory approvals.<\/li>\n<li>Internal control mechanisms and governance structure.<\/li>\n<\/ul>\n<p>The findings highlighted <strong>systemic failures across all levels<\/strong> \u2014 from the GNIDA Board to operational staff \u2014 with damaging effects on revenue, industrialisation, and the rights of farmers and homebuyers.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"GNIDAs_Response\"><\/span><strong>GNIDA\u2019s Response<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>GNIDA General Manager (Finance) Vinod Kumar stated that <strong>allotment policies have been revised<\/strong> to prevent future errors.
